Photos are placed on passports to help customs officials identify those who are traveling. Passport photos can be taken and sized according to the U.S. Department of States guidelines, which must be followed in order to produce high-quality images. Those photographed are required to have their face exposed to permit unique characteristics to be identifiable by officials when traveling.

Light the section where the person will be photographed using the three-point lighting method. Place one light source on the left side of the person at a 5 o'clock angle and another light source on the right side at a 7 o'clock angle. Position another light behind the person, but out of the photo, to light the background. This will create even lighting.
2Instruct the person to wear regular street clothing. Uniforms and head pieces should only be worn by those who dress in them on a daily basis for religious purposes. Glasses should also only be worn if used on a daily basis as well. Photos should be taken with a natural expression, without teeth being visible.
3Place the person against a plain white background, facing forward. Position the person taking the photo 1 foot away from the wall to prevent shadows on the wall. Place the camera 4 feet from the person being photographed, at eye level, and frame the shot from the shoulders up to the head, leaving enough room above the head.
4Take the photo of the person once they have been positioned and the composition in the camera's viewfinder or LCD screen has been adjusted according to passport guidelines. Take two to three photos to ensure that at least one can be used.
5Remove the memory card from the digital camera, and place into a multi-card reader. Open the photo in a design program, such as Photoshop, to resize it. Select "File," then "Open" from the toolbar menu, and choose the photo file from the window. Click "Open" upon completion.
6Measure the photo in the design program to attain the right dimensions required. Select "View," then "Rulers" from the toolbar and right-click on the ruler to select "Inches." Click and hold the "Eye Dropper" tool in the toolbox, and select the "Ruler" tool. This will be used to measure the person's face in the photo. Click on the photo, and, while holding down the "Shift" key, measure the required dimensions.
7Crop the image to 2 inches by 2 inches after measuring by selecting the "Crop" tool in the toolbox and entering the height and width dimensions in the option bar at the top of the screen. Click on one corner of the photo, using the rulers as a guide, and drag the mouse to the other end. Right-click on the mouse and select "Crop" to accept the changes.
8Select "File," then "New" from the toolbar and choose the 4- by 6-inch option from the "Preset Size" drop-down menu to open a new project window. Click "OK" to open the new project. Select the passport's photo layer in the "Layers" palette, and drag it into the new project window. Repeat again to place another copy of the photo into the project. Use the "Move" tool in the toolbox to position the photos.
9Place thin 4- by 6-inch photo paper into the paper tray of the printer, and select "File," then "Print" from the toolbar menu. Click on the "Properties" button to change the paper type to "Photo Paper," and click "OK" followed by "Print."
